National Health Sector Plan for Preparedness, Response, and Recovery from Flood and Flash-Flood Risks

Egypt's Ministry of Health and Population has issued a national plan to strengthen the health sector's capacity to prepare for, respond to, and recover from floods and flash floods.The plan establishes governance structures, incident command systems, phased risk management, sectoral responsibilities, risk monitoring, logistics and stockpile requirements, training programs, and operational arrangements to ensure health-service continuity and protect lives.

The National Health Sector Plan for Preparedness, Response, and Recovery from Flood and Flash-Flood Risks establishes an integrated, system-wide framework spanning four phases: prevention and preparedness, early warning and standby, response, and recovery. 

Among its features, the plan requires pre-season risk assessments using the Hazard Vulnerability Assessment methodology and the WHO Hospital Safety Index, and mandates strategic reserves of life-saving medicines — sufficient for 14 to 30 days — alongside a minimum of 72 hours of generator fuel. A four-tier colour-coded alert system governs the activation of the Central Health Emergency Operations Center. Governorates are classified into Category A (high-risk areas equipped with flood outlets) or Category B (coastal areas exposed to heavy rainfall). 

During emergencies, rapid-response teams are deployed. Epidemiological surveillance for water-borne diseases including cholera, typhoid, and hepatitis A, is activiated; dedicated mental health teams provide psychological first aid to both victims and personnel. Recovery protocols include structured After-Action Reviews to capture lessons learned and continuously improve the plan.
