The intervention
Thailand’s Department of Health, in collaboration with the Thai Meteorological Department, the Department of Climate Change and Environment, and other agencies, developed an integrated Heat-Health Warning System and Action Plan to address rising extreme heat events. The system categorizes heat index levels into four risk levels - green, yellow, orange, and red - with corresponding public health advisories for general and vulnerable populations. Real-time heat forecasts are disseminated through multiple media channels, while health surveillance systems monitor heat-related illnesses and risky behaviors nationwide. Continuous data collection and system evaluation guide policy adjustments and ensure adaptive, evidence-based protection from heat-related health impacts.
Success factors
The design and implementation of the intervention contributed to its success by combining evidence-based approaches with strong coordination mechanisms. Establishing a working group to develop heat-health surveillance criteria that integrate meteorological and climate information enabled accurate identification of risk levels and the formulation of targeted public health recommendations. The intervention also emphasized multisectoral collaboration to ensure comprehensive planning and response. By employing diverse communication channels and implementing both passive and active health surveillance, the intervention was able to reach vulnerable populations effectively, reduce heat-related health impacts, and allow for timely adjustments to preventive measures.
