The United Nations Office for Project Services (UNOPS), the operational arm of the UN, is mandated in infrastructure, procurement & project management & implements projects & programmes on behalf of governments & other partners to accelerate progress across all SDGs. UNOPS delivers around 1,000 projects annually, over one third are focused on Health.

UNOPS works in around 100 countries, with 50% of projects delivered in fragile & conflict affected settings. UNOPS, a self-financing agency unique within the UN system, provides tailored end to end solutions in infrastructure & procurement that includes assessing, planning, rehabilitating, building & equipping hospitals, health centers & laboratories, and the procurement, delivery, installation & operation of equipment. UNOPS also provides technical advisory support in infrastructure, procurement & project management helping countries to identify gaps & build capacity.

UNOPS integrates environmental, economic & social considerations across all projects, supporting partners to tackle climate resilience & sustainability challenges, including risk & post-disaster assessments for health infrastructure. UNOPS delivers sustainable, low energy solutions that mitigate the impact of health infrastructure & procurement on the climate. UNOPS employs effective & climate conscious supply chain & procurement practices through the adoption of a mandatory Sustainable Procurement Framework which involves, for example, the use of sustainable materials for goods & their packaging.

Supporting the following commitments:

  • Commitment 1: Conduct climate change and health vulnerability and adaptation assessments (V&As) at population level and/or health care facility level.
  • Commitment 2: Develop a health national adaptation plan (HNAP) informed by the health V&A, which forms part of the National Adaptation Plan.
  • Commitment 3: Use the V&A and HNAP to facilitate access to climate change funding for health.
  • Commitment 4: Set a target date by which to achieve health systems net zero emissions (ideally by 2050).
  • Commitment 5: Deliver a baseline assessment of greenhouse gas emissions of the health system (including supply chains).
  • Commitment 6: Develop an action plan or roadmap by a set date to develop a sustainable low carbon health system (including supply chains).

UNOPS has a country presence in nearly 100 countries, implementing development, humanitarian & climate change related projects in most. All these projects have an assessment component to define the location, structure & operation of either the health facilities, or the health procurement projects being delivered.
