Norwegian Agency for Development Cooperation (Norad)

Norad is an administrative and specialist body for development cooperation and supports the Ministry of Foreign Affairs and the Ministry of Climate and the Environment in achieving the goals of Norwegian development policy and promoting sustainable development. The UN's sustainability goals, climate goals and human rights form the basis of Norad's work. Norad is based in Oslo and has around 320 employees.

As part of Norad’s global health work, they support multilateral organisations, global health initiatives, local governments and organisations in developing and implementing their health programmes. Norad does not have separate permanent physical presence in coutnries but works through the Norwegian Embassies and implementing partners on the ground to support low- and middle-income countries in their delivery of the COP26 Health Programme Commitments.

 

Supporting the following commitments:

  • Commitment 1: Conduct climate change and health vulnerability and adaptation assessments (V&As) at population level and/or health care facility level.
  • Commitment 2: Develop a health national adaptation plan (HNAP) informed by the health V&A, which forms part of the National Adaptation Plan.
  • Commitment 3: Use the V&A and HNAP to facilitate access to climate change funding for health.
  • Commitment 4: Set a target date by which to achieve health systems net zero emissions (ideally by 2050).
  • Commitment 5: Deliver a baseline assessment of greenhouse gas emissions of the health system (including supply chains).
  • Commitment 6: Develop an action plan or roadmap by a set date to develop a sustainable low carbon health system (including supply chains).

Country experience:

Norad does not have a permanent presence in countries other than Norway, except through representation by the Norwegian embassies in ODA-eligible countries and engagement with implementing partners.
