Health Intervention and Technology Assessment Program Foundation (HITAP)

The Health Intervention and Technology Assessment Program Foundation (HITAP) is a semi-autonomous research agency under the Ministry of Public Health, Thailand. Its mission is to improve population health through evidence‑informed decision‑making by generating policy‑relevant research and strengthening the capacity of both researchers and decision-makers.

Since 2007, HITAP has played a central role in supporting Thailand’s Universal Health Coverage (UHC). At the policy level, HITAP serves as Secretariat to key national decision-making bodies, including the National List of Essential Medicines, Universal Coverage Benefit Package, and National List of Essential Vaccines. At the research level, HITAP conducts and commissions health technology assessments to inform benefit package design and broader health system priorities. Internationally, HITAP has provided technical support to countries across Southeast Asia and sub‑Saharan Africa.

In response to climate change and the COP26 Health Programme Commitments, HITAP established the Environmental Economics Unit in 2024 to support climate‑resilient and environmentally sustainable health systems. The unit provides technical expertise in healthcare emissions measurement, health co‑benefits assessment, and climate risk analysis. Key contributions include the Thai Hospitals Emissions Management System (THEMS) and evidence generation on air pollution, heat, and flooding to inform mitigation and adaptation actions.

Supporting the following commitments:

  • Commitment 1: Conduct climate change and health vulnerability and adaptation assessments (V&As) at population level and/or health care facility level.
  • Commitment 5: Deliver a baseline assessment of greenhouse gas emissions of the health system (including supply chains).
