Call for consultant - Climate Change and Health


Purpose of consultancy


To contribute to and deliver several activities for climate change and health programme and 
Alliance for Transformative Action on Climate Change and Health (ATACH).
 

Background 


Climate change is the biggest health threat for the 21st century, and WHO has been working on the intersection of climate change and health for over 25 supporting countries in a  comprehensive approach to assess and address the impacts of climate change on human health  and health systems. At the same time and since a core function of the health systems is to protect people and environment, WHO is also supporting countries in minimizing the negative  impacts health systems are contributing to climate and environment by promoting and  supporting low emissions and more environmentally sustianble health systems and facilities including health products and supply chains. Recent years have been very important for the health community in addressing climate change. 
 

As of today, a total of 108 countries have committed at the Minister of Health level to strengthen climate resilience and lower the emissions of health systems as members of the WHO-led Alliance for Transformative Action on Climate and Health (ATACH). In addition, the GPW14 prioritises responding to climate change as the first of its six strategic objectives. Building climate-resilience, low-carbon and environmentally sustainable health systems represents the core areas that WHO and countries are working to achieve. Under this broad areas comes several technical areas that countries and partners have identified as priorities including climate resilient and environmentally sustianable health care facilities, advancing work on climate change health products and supply chains, and developing more technical guidance and implmantation tools on various areas of work as needed by countries.
 

To further support advancing these areas, WHO/CAE team is seeking a consultant to deliver a number of relevant activities under country support, capacity building and ATACH including contributing to the advancement of the Supply Chain and the Climate-Resilient and Low-Carbon Sustainable Healthcare Facilities ATACH Communities of Practice and the organization of different meetings. 
 

Deliverables
 

Deliverable 1: Alliance on Transformative Action on Climate change and Health (ATACH) Communities of Practice (CoPs) Technical development of CoP documentation and knowledge products. The consultant will produce technical materials to enable WHO-led activities of the ATACH Communities of Practice on climate-resilient and environmentally sustainable health facilities and climate-resilient, low-carbon supply chains by:
• Drafting the scope, roles, expected activities, outputs, and proposed agendas for the CoPs.
• Preparing technical content, concept notes, and discussion materials for CoP meetings.
• Developing technical summaries, syntheses of inputs, and documentation of outcomes arising from WHO-led CoP interactions.
• Preparing cross-CoP technical briefs describing linkages, complementarities, and shared evidence across relevant workstreams.

Output: A complete technical documentation package for the CoPs, including scope, structure, agendas, and synthesized records of expected activities and outputs.


Deliverable 2: Safe, Climate-Resilient and Environmentally Sustainable Healthcare Facilities (IoP Project). Technical contributions to CLEAR+ and related capacity-building materials. The consultant will contribute technical expertise to project deliverables by:
• Providing technical inputs to the refinement of the CLEAR+ assessment tool as it evolves.
• Developing training materials, technical guidance, and presentation content related to the use of assessment tools.
• Drafting healthcare facility improvement plans based on assessment findings and WHO methodological guidance.
Output: Technical inputs to CLEAR+, training packages, and drafted improvement plans based on assessment results.

 
Deliverable 3: ATACH Technical Engagement and Knowledge Exchange Preparation of technical materials for ATACH knowledge activities. The consultant will contribute technical expertise to ATACH workstreams by:
• Preparing technical content, presentations, background notes, and evidence syntheses for ATACH technical meetings and webinars.
• Reviewing and drafting technical documents, evidence summaries, and inputs for the ATACH task team on “Standards on Climate-Resilient, Environmentally Safe and Sustainable Health Care Facilities.”
• Preparing technical briefs, presentations, and knowledge materials for engagement with health professional associations.
Output: Technical inputs, webinar materials, evidence syntheses, and post-event technical summaries.
 

Deliverable 4: WHO–Unitaid Climate and Health Enabler Grant. Technical drafting and analytical contributions to Enabler grant outputs. The consultant will contribute technical expertise to the grant’s climate-and-health workstream by:
• Drafting technical components of workplans, methodological notes, and analytical frameworks for WHO-led activities under Enabler outputs 2 and 3.
• Preparing technical products, including a policy brief on climate change and health products and supply chains (2026) and a second technical document (2027).
• Developing technical materials for WHO-led country consultations, including background notes, analytical templates, and draft country-level and consolidated technical reports.
• Producing technical mapping analyses of relevant products, tools, and initiatives related to climate-resilient health supply chains.
• Drafting technical sections of progress reports and knowledge products prepared under WHO guidance.
• Preparing summary analyses, global technical reports, and presentation materials for dissemination of climate-and-health supply chain findings.
Output: Two technical policy documents; technical materials for 15 country consultations; country and global technical reports; analytical mapping outputs; and dissemination materials.
 

Qualifications, experience, skills and languages


Educational Qualifications:
Essential:
Advanced university degree in Public Health, Environmental health, epidemiology, or related fields
Experience
Essential:
• At least 5 years of relevant experience in public and/or environmental health, epidemiology or climate change work. 
• Experience in manging and coordinating climate change and health programmes and/or grants 
• Experience in the areas of climate resilient and environmentally sustianble health care facilties and/or health products and supply chains 
• Experience in working in international settings with staff from various geographical regions. 
Desirable:
• Experience in climate change and health, including at country level. 
• Experience in learning design in public health or other relevant field. 
• Experience in working in international settings with staff from various geographical regions. 
Skills/Knowledge:
Excellent interpersonal, collaborative, and communication skills. 
Excellent written communication skills. 
Languages and level required (Basic/Intermediate/Expert):
Essential: Expert knowledge of English. Desirable: Intermediate knowledge of French or other UN languages.

Off site: remotely – home base


7. Travel 


Travel might be required for this role. Exact time and place to be confirmed. 


Remuneration and budget (travel costs are excluded):


o Remuneration: Pay band B - Remuneration currency in USD - USD 7,000 to 9,980 per month
