The Global Fund to Fight Against HIV, TB and Malaria
Categories: Access to climate change funding for health, Climate Change & Health Vulnerability & Adaptation Assessments, Health National Adaptation Plans, GHG emissions baseline assessments, Action Plans for sustainable low carbon health systems, Africa, Western Pacific
The Global Fund (GF) has been focusing on equipping its HIV, TB and Malaria programs to proactively manage and adapt to the risks posed by climate change. Key efforts involve strengthening prevention, diagnostics and treatment processes to support vulnerable population and building climate-resilient recovery frameworks to ensure swift restoration of services after climate disasters to reduce long-term health risks. The Global Fund also focuses on building health systems that can withstand and respond effectively to the increasing frequency and severity of climate-related events through cross-sectoral planning, governance, and early warning systems that link health data to climate forecasts, enabling better preparedness for outbreaks of climate-sensitive diseases.
In addition, GF actively supports the transition to net-zero health systems by promoting the integration of renewable energy solutions and environmentally sustainable healthcare product waste management in healthcare facilities across multiple countries. On clean energy, it has funded the installation of solar panels and backup systems to ensure uninterrupted operations in critical areas such as pathogen surveillance, cold chain management, and TB testing. On waste, GF has been supporting countries with targeted technical assistance and quality assurance to improve health product waste management. Global Fund encourages countries to conduct baseline assessments of their healthcare system’s greenhouse gas emissions, including those from supply chains and further supports the development of sustainable, low-carbon health system roadmaps that integrate clean energy solutions and air pollution mitigation efforts.
Supporting the following commitments:
- Conduct climate change and health vulnerability and adaptation assessments (V&As) at population level and/or health care facility level.
- Develop a health national adaptation plan (HNAP) informed by the health V&A, which forms part of the National Adaptation Plan.
- Use the V&A and HNAP to facilitate access to climate change funding for health.
- Deliver a baseline assessment of greenhouse gas emissions of the health system (including supply chains).
- Develop an action plan or roadmap by a set date to develop a sustainable low carbon health system (including supply chains).
Country experience:
- Commitments 1 & 2: Mozambique
- Commitment 3: South Sudan, Lao PDR
- Commitment 5: Liberia, Zimbabwe, South Africa
